rules are rules in my oppinion. I think that the dessition should be up to zara's opponents...

for me both is fine! just make sure that zara is able to play the deck as it was meant to be.

and dont lets stick to the rules too strictly. for example there have been a lot of players not registering their decks in time (including myself).
and i play all my games with an illegal deck the "agent doesnt count as a haz" problem, you know ...
