Hello dear MECCG Community,

The CoE has been working on a new charter that reflects the way we're functioning in 2024. This new charter will replace the one we uploaded in 2023. We've also taken into account the feedback we got from our last charter procedure, which means this time the charter has to be ratified by the playing community. So please take a look and vote Yes or No:

Council of Elrond
Charter of 2024


I. Composition of the Council:

a) The Council of Elrond (CoE) will consist of a maximum of 9 members and a minimum of 5
members.

b) The term of office will be twenty-four months. Election procedures for a new Council will
commence twenty-two months after the appointment of the acting Council (with one month
for nominations, followed by one month for voting). The incumbent Council will remain in
office until the appointment of a new Council.

c) In the event that a member is unable to complete their term of office (or is removed from
office), the Council will redistribute his or her tasks among the rest of the members, or search
among any runner-up from the most recent election suitable to take the vacated spot.

d) If not re-elected, the former Chair is welcomed to remain as advisor in the following six
months after an election, in order to facilitate the transition between Councils despite no
longer being part of the official body.

II. Method of Election (or Removal):

a) Electorate: Each member of the active player community, defined as membership on the
Council forum, will be entitled to cast votes in the election (or removal) of Council members.

b) Election procedure: The current Chair will be responsible for organizing the election and
creating a voting topic on the forum, or else delegating another Council member willing to
perform this task. An independent non-Board member will be selected to audit the final voting
results and ensure their accuracy. If more than nine persons are nominated, a ballot will be
conducted to determine which candidates are appointed; each forum voter will vote for two
fewer candidates than the total number of those running for election, and the nine nominees
with the highest total votes will be appointed to the new Council. If the number of candidates
running for election is exactly five, six, seven, eight, or nine, all those running will be appointed
to the new Council and no vote will be held. If there are fewer than five candidates, the
appointment of a new Council will be postponed until a minimum of five candidates are
nominated.
As the Council also wishes to represent the cultural diversity of the international MECCG player
base, no more than half of the newly elected Council members shall be from a single country,
with candidates drawn from other countries despite having fewer votes when necessary, or
postponing the appointment of the new Council altogether if the number of candidates is too
low to ensure a culturally diverse outcome.

c) Removal procedure: A member of the community may submit a recall effort to remove a
current member from the Council, with each member of the active player community voting to
keep or remove the Councilmember. An independent non-Board member will be selected to
audit the final voting results and ensure their accuracy. A vote will be held for 2 weeks, and will
be nullified if less than 100 votes are cast; if more than two-thirds of the total votes cast (66%
of the community) result in a “remove” vote, the member will be removed from the Council
and the procedure for replacing a Councilmember will be followed (as detailed above).

III. Organization and Functions of the Council:

Upon the constitution of the newly elected Council, the first item on the Council’s agenda will
be the election of a Chair from among its members. Councilmembers will then organize into
governing committees at their discretion, overseeing the following responsibilities:

i) Maintaining a comprehensive rules database online, which will compile all known rules,
errata, and clarifications for MECCG; and maintaining an open communication channel where
players can send their rules questions in order to receive an official answer from the Council.
ii) Promoting the game of MECCG, including maintaining a player directory and contact list for
various nations that will be located on the forum (i.e. The Global Player List), encouraging or
hosting online tournaments, and holding an in-person World Tournament once a year,
alternating between the American and European continents (and when deemed appropriate,
also holding a World Tournament online).
iii) Maintaining a positive environment in which community members may engage with each
other and the game, including maintaining a Code of Conduct for the forum, handling any
interpersonal issues or complaints, and offering similar support to other MECCG platforms not
directly maintained by the Council (at the discretion of the platform’s owner(s)).
iv) Improving the future growth and enjoyment of MECCG with the production of new sets (i.e.
Dream Cards), including coordinating the development and production of such sets and
making them available to the community when possible.
v) Providing online hosting for official documents, actions, and news of the Council, including
providing the community with a digital space for discussion.
vi) Overseeing internal Council issues and administrative tasks, including updating this Charter
when necessary.

IV. Domain of the Charter:

a) The Council of Elrond Charter of 2024 and any amendments will remain in effect in all
matters until superseded by a future revision of this charter.
b) Ratification of this charter shall take effect after a closed vote of the active player
community. The review period for this vote will be two weeks, during which time amendments
and modifications may be introduced. This will be followed by a one-week voting period, as
announced by the Chair. An independent non-Board member will be selected to audit the final
voting results and ensure their accuracy. If more than one-half of the total votes cast (50% of
the community) result in an “aye” vote, this Charter will be ratified.
